Aim and Scope
The mission of the journal “Bulletin of Maikop State Technological University” is to investigate the problems of formation and development of a personality in a multicultural society; to apply new information technologies and interactive methods in the context of university training of specialists and bachelors; to study the peculiarities of the mutual influence of the peoples of the North-Western Caucasus at various stages of the history of mankind and social and cultural phenomena and processes of a multi-ethnic region.
The Goals of the Editorial Policy of the Journal:
- highlighting and drawing attention to topical issues of Social sciences and Humanities;
- dissemination of information about theoretical and applied research in the field of Pedagogy, Sociology and History;
- formation of thematic scientific platforms for the exchange of scientific opinions, proposals and experience between scientists from different countries;
The Objectives of the Editorial Policy of the journal:
- information support of scientific research in the form of publications of the results of scientific and practical research in the field of Pedagogy, Sociology and History;
- assistance in applying the results of scientific research in order to solve social and cultural problems in different regions of the Russian Federation;
- expansion of the possibility of distribution and indexing of published scientific works in Russian and foreign citation databases.
One of the main points of the Journal's policy is a thorough review of the materials published. To optimize the selection process, all articles are first checked through the Antiplagiat system and only then sent for review. The editors of the Journal carry out reviewing and editing of all incoming manuscripts in accordance with the requirements for the publication of scientific literature. The editorial board can accept for publication, recommend the author to finalize the article or reject it on the basis of the review.
Due to the journal policy, scientists and university teachers of the Russian Federation, CIS countries and far abroad publish their works in the Journal.
The author submitting an article to the journal ‘Bulletin of Maikop State Technological University’ thereby expresses his/her consent to its publication in the Journal, its placement in the public domain on the website on the Internet.
The authors are responsible for the factual materials and data presented in the articles.
The materials presented in the Journal reflect the personal point of view of the authors, which may differ from the point of view of the editors.
The decision to publish or reject materials is made by the editorial board.
Postgraduate students of Maikop State Technological University are not charged for publications. The publication of articles by MSTU scientific and pedagogical workers is carried out at the expense of the founder. Authors who do not work at MSTU pay compensatory expenses for the publication of an article, external review, editing the bibliographic description of the list of references, layout of the text of the scientific article, editing (translation) of the English text of the abstract, keywords, list of references at the rate of 625 rubles per A4 format page at one and a half intervals (based on the decision of the scientific and technical council of MSTU dated November 12, 2009). The copy of the journal given to the Author is included in the cost of publishing services.
The editors have the right to reject materials that are improperly designed or not related to the subject of the journal.
Manuscripts are not be returned to authors.

Open Access Policy
This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
- The Journal reviews all materials received by the editorial office that correspond to its subject matter, with the aim of their expert evaluation. Original, previously unpublished articles only are accepted for publication.
- The primary examination is carried out by the executive secretary of the editorial board of the journal “Bulletin of the Maikop State Technological University”. During the primary examination, the compliance of the scientific article with the design rules and requirements established by the editors of the journal is assessed.
- The editor-in-chief (deputy) determines the compliance of the article with the Journal profile, the requirements for registration and sends it for review. Non-profile articles are not returned to the author. The author is notified of the discrepancy between the article and the Journal profile.
- Before the reviewing procedure, the material is checked for the presence of borrowed information in the Anti-Plagiarism system. Material can be rejected due to a high level of borrowings.
- The Journal uses double blind peer review (a reviewer does not know who the author of the article is, and vice-versa).
- Both members of the Journal editorial board and third-party reviewers Candidates or Doctors of sciences, who have publications on the subject of peer-reviewed materials over the past three years, and have sufficient experience in scientific work in the scientific direction stated in the article, are involved in the review. The presented article is submitted for review to the members of the editorial board of the Journal, who oversee the relevant branch of science. In the absence of a member of the editorial board or the receipt of an article from a member of the editorial board, the editor-in-chief sends the article for a review to external reviewers.
- The editors reserve the right (in agreement with the author) to make alterations, as well as to refuse publication (based on the review of the members of the editorial board of the Journal or external reviewers) if the article does not correspond to the profile of the Journal or has insufficient quality of material presentation. In case of rejection, the editors send a reasoned refusal to the author.
- The editorial board sends copies of the reviews or a reasoned refusal to the authors of the submitted materials, and also undertakes to send copies of reviews indicating the author to the Ministry of Science and Higher Education of the Russian Federation upon receiving a corresponding request by the editorial office of the publication.
- Reviewing is carried out confidentially for the authors of the articles, a copy of the review is provided to the author of the manuscript without a signature and indicating the name, position, place of work of the reviewer.
- The review should contain an assessment of the relevance of the issues considered in the submitted article, originality, scientific novelty of the study. The reviewer must evaluate the scientific and methodological level of the research, evaluate the results of the research, reliability of the scientific results presented in the article, practical significance and importance of the research results for science and practice. In conclusion, the reviewer makes a conclusion about the advisability of publishing the article.
- The review process takes an average of 1 to 3 months. During this period, the editors of the journal include the time for the initial review of the manuscript, the selection of reviewers, the time for preparing a review. The review period may be extended at the request of the reviewer. The editorial board makes a decision on publication based on two reviews.
- The review must be signed by the reviewer (contain his/her contact information) and certified by the seal of the organization.
- The reviewer can recommend the article for publication; recommend for publication after revision, taking into account the comments; do not recommend the article for publication. If the reviewer recommends the article for publication after revision, taking into account the comments, or does not recommend the article for publication, the reasons for such a decision should be indicated in the review.
- The reviewer has the right to indicate the need for alterations and clarifications in the manuscript, which is then sent (through the editorial office) to the author for revision. In this case, the date of return of the revised manuscript is considered the date of receipt of the manuscript to the editorial office. The revised article is sent for review again.
- The final decision on the expediency of publication is made by the editorial board of the Journal. Publications are carried out in the order of receipt of articles to the editorial office. The editorial board may decide on the unscheduled publication of the article.
- Articles not accepted for publication are not sent to the authors.
- The original reviews, certified by signatures and seals, are stored in the editorial office of the journal "Bulletin of the Maikop State Technological University" for 5 years.
Publishing Ethics
The editorial ethics of the scientific journal “Bulletin of Maikop State Technological University” (hereinafter referred to as the Journal) has been developed taking into account the following documents:
- Code of Conduct and Best Practice Guidelines for Journal Editors –Committee on Publication Ethics.
- Publishing Ethics, Publishing Ethics Resource Kit - Elsevier.
- Declaration of the association of scientific editors and publishers “Ethical principles of scientific publications”.
The editorial board and the editorial office of the Journal observe the editorial ethics and do not allow bad faith in the processing of materials. Editorial ethics is understood as a set of rules which regulate the interrelations of the editorial staff of the journal, relations with members of the editorial board/council, other reviewers and authors on issues related to the publication of scientific materials in the Journal. All listed bodies must comply with the following ethical rules in their activities.

Publication decisions
When making decisions on the publication of a scientific article, the editor-in-chief is guided by the editorial policy of the Journal and the laws established in the field of defamation, copyright infringement and plagiarism.
In cases of plagiarism detection, deceit and other facts of unacceptable behavior and violation of editorial ethics when publishing scientific articles, the editors of the Journal have the right to refuse the submitted manuscript.
Confidentiality
The editor or any member of the editorial board should not disclose information about the submitted manuscript to anyone other than the author of the manuscript, reviewers, potential reviewers and the publisher.
Side conflicts
The editor-in-chief, editorial staff and members of the editorial board and council should not use unpublished materials disclosed in the submitted manuscript in their own research without the written consent of the author. Information or ideas obtained through the peer review process must be kept confidential and not used for personal gain. Editors should protect themselves from reviewing manuscripts with respect to which they have conflicts of interest.
Administration of complaints
In case of complaints regarding a submitted manuscript or published work, the editor, in cooperation with the publisher, should take all possible measures to resolve the conflict. Such measures include contact with the author of the manuscript or published work, consideration of the relevant complaint or claims, as well as further appeals to the relevant institutions and research organizations. If the complaint is upheld, the publication may be corrected and, if necessary, other appropriate measures taken. Every act of unethical behavior that is reported should be investigated, even if it is discovered long after publication.
Basic ethical rules for reviewers
The procedure for reviewing articles submitted for publication in the journal
“Bulletin of Maikop State Technological University”.
The editorial board adheres to the “Double-blind” anonymous type of review (double-blind peer review). All articles submitted for publication are reviewed by independent experts. All reviewers must be specialists in the subject matter of the peer-reviewed materials and have publications on the subject of the peer-reviewed article within the last 3 years. Reviews are stored in the editorial office of the Journal for 5 years. The article is sent to reviewers without specifying the names and whereabouts of the authors. Reviewers treat the article as confidential material, strictly observing the author's right to non-disclosure until the information contained in the article is published. The comments of the reviewers are sent to the author without indicating the reviewers. The decision to publish (or reject) the article is made by the editorial board after receiving reviews and answers from the author. The editors of the Journal send copies of reviews or a reasoned refusal to the authors of the submitted materials.

Basic ethical rules for authors
Authors must ensure that they provide completely original work. If the works and / or words of other authors are used in the manuscript, this should be cited or indicated. Plagiarism in all its forms constitutes unethical behavior and is unacceptable.
The author must not publish manuscripts describing essentially the same research in more than one journal or major publication. Submitting the same manuscript for publication in more than one journal at the same time constitutes unethical behavior and is unacceptable. The author should not submit a previously published work for consideration in another journal.
Authors should cite publications that influenced the progress of the reported work. Information obtained in confidence in conversation, correspondence or discussion with third parties must not be used or communicated without the written permission of the source. All authors should indicate in the manuscript that there is a financial or other independent conflict of interest that could affect the results or interpretation of the manuscript. All sources of financial support for the project must be disclosed. Potential conflicts of interest should be disclosed at the earliest possible stage. If the author discovers a significant error or inaccuracy in his/her own published work, he /she must notify the journal editor or publisher as soon as possible and cooperate with them to correct the errors.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
"Bulletin of Maikop State Technological University" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in "Bulletin of Maikop State Technological University", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in "Sovremennaya revmatologiya" (the “Modern Rheumatology Journal”) we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
